Phelps's death.
William "Billy" Phelps was one of the main henchmen of Jack Travis in Lethal Weapon 3.

Billy and Smitty, his car driver and friend, try to rob a bank for his boss, Jack Travis.
He fights with Sergeant Martin Riggs, causing the truck to crash and Billy goes through the windshield and lands on the hood, but survives, only badly injured; with Smitty escaping. Riggs cuffs him and arrests him.
Death[]
Travis then goes to the police station, covers up knowing that a camera would be watching him, and he uses his still-valid badge to get into the interrogation room where Billy is and shoots Billy for his failure and leaves. Afterwards, Riggs, Murtaugh and a female officer, Lorna Cole of the Internal Affairs, come in to talk with Billy and find him dead, but with the help of a security camera, installed and concealed in the interrogation room, they find the evidence that it was Jack Travis who killed Billy.
