Police Ranks are a way of telling apart the superior (i.e. Chief, Commissioner, or Sheriff) from an officer in a police department. Higher ranked police officers are often involved in cases a lower ranked officer would not be in. For example, Martin Riggs is a sergeant detective in the LAPD, a few ranks below of his superior, the Chief of Police.
